Firstly, create a basic review request flow by following this guide here. It should look something like the following:
You would then need to add in an Advanced filter with the date field being Reviewer country:
You then have the choice to be inclusive or exclusive with your selected filter:

You could then set up something like the below if you were only targeting a specific country and wanted to be notified of a review from this specific country:
Another use for this advanced split can also be setting time delays for specific countries, as seen in the example flow below:
